    2022 (No. 7)

    In accordance with the COVID-19 Prevention and Control Plan (The Ninth Edition) of the Joint Prevention and Control Mechanism of The State Council, in order to make the prevention and control of COVID-19 in Zhuhai more scientific, accurate and efficient, the control measures are adjusted as follows:

    I. Inbound control measures

    (1) The management measures of "7-day centralized isolation and medical observation + 3-day health monitoring at home" shall be implemented for inbound travelers from abroad. If home health monitoring conditions are not available, the management measures of "7-day centralized isolation medical observation + 3-day centralized health monitoring" shall be implemented.

    (2) Those who have a history of travel and residence in high-risk areas within 7 days shall be quarantined for medical observation for 7 days.

    (3) Those who have a history of travel and residence in medium-risk areas within 7 days shall be subject to 7-day home isolation and medical observation. If they do not have the conditions for home isolation for medical observation, they shall be subjected to 7-day centralized isolation for medical observation.

    (4) For people with travel history in other low-risk areas within 7 days in counties (cities or districts) where medium-high risk areas are located, negative nucleic acid certificates shall be checked within 48 hours, nucleic acid tests shall be completed twice within 3 days, and health monitoring shall be carried out.

    (v) For those who have been diagnosed with local cases within 7 days but have no travel history in medium-high risk areas, and who have already experienced epidemic spillover, they shall refer to the risk areas for control; If no spillover occurs, control shall be carried out in low-risk areas. After the epidemy-related areas have been designated as risk areas, classified control shall be carried out according to the designated risk areas, and the control period shall be calculated from the time of leaving the risk areas.

    (6) For close contacts, the management measures of "7-day centralized isolation and medical observation + 3-day health monitoring at home" shall be implemented. If home health monitoring conditions are not available, the management measures of "7-day centralized isolation medical observation + 3-day centralized health monitoring" shall be implemented.

    (7) For close contacts, home isolation and medical observation shall be carried out for 7 days. If they do not have the conditions for home isolation for medical observation, they shall be subjected to 7-day centralized isolation for medical observation.

    (8) 7-day home health monitoring shall be carried out for discharged (cabin) personnel. If home health monitoring conditions are not available, 7-day centralized health monitoring can be carried out at designated places.

    (9) For those who test positive for NUCLEIC acid after discharge from the cabin, quarantine measures shall be implemented in accordance with COVID-19 Prevention and Control Protocol (Version ix).

    (10) Passengers arriving or returning from non-epidemic-affected areas will be scanned and checked by Yunnan Health code and communication travel code. They will be allowed to leave after their body temperature is normal, no negative nucleic acid certificate will be checked, and normal epidemic prevention and control measures will be taken to ensure orderly and free movement.

    Ii. Departure control policy

    (11) The departing personnel shall hold a negative nucleic acid test certificate within 48 hours in strict accordance with the epidemic prevention and control requirements of port cities.

    Third, other

    (12) Entry and exit of border towns shall follow the original control measures.

    (13) Home isolation medical observation and home health monitoring shall be controlled by the destination towns (streets) and villages (communities).

    (14) Control requirements and nucleic acid test frequency during centralized quarantine for medical observation, home quarantine for medical observation and home health monitoring shall be implemented in accordance with COVID-19 Prevention and Control Protocol (Ninth Edition).

    This circular shall come into force as of the date of promulgation. In case of any inconsistency between the control measures announced in the earlier period and this circular, this circular shall prevail.
